Independent Electoral and Boundaries Commission(IEBC) today held an External Stakeholder Validation Forum for the IEBC 2024–2029 Strategic Plan and the 2025-2027 Electoral Operations Plan (EOP). While opening the forum on behalf of the Chairperson, Vice-Chairperson Fahima Araphat Abdallah, OGW, noted that the Strategic Plan will guide the Commission’s priorities, objectives, and institutional reforms over the coming years. She added that the Electoral Operations Plan complements the Strategic Plan by translating these objectives into actionable activities, timelines, and resource requirements for the successful delivery of the 2027 General Election.
The Vice-Chairperson reaffirmed the Commission’s commitment to transparency and stakeholder engagement, emphasizing that opening the frameworks for review and input promotes accountability, builds public confidence, and ensures shared ownership. She stated that the Commission’s focus is to build a resilient, inclusive, and trusted electoral management body committed to deepening Kenya’s democracy. She further noted that preparations for the 2027 General Election remain the central focus of the Commission’s planning horizon, with all efforts aligned towards delivering an election that is inclusive, participatory, peaceful, credible, verifiable and efficient.
The draft Strategic Plan 2024–2029 is anchored on four Key Result Areas: Managing Elections; Citizen Engagement and Participation; Equitable Representation; and Institutional Resilience. Collectively, these pillars aim to strengthen the Commission’s capacity to deliver credible electoral processes, enhance public confidence and participation, promote fair representation, and build a responsive and sustainable institution.
Commissioner Dr. Ann Nderitu, CBS, Chairperson Electoral Operations Committee observed that the Strategic Plan comes at a critical moment and provides a clear roadmap for the next five years. She noted that it is anchored on Article 81 principles as well as global electoral standards.
Commissioner Prof. Francis Aduol, Chairperson Research, Innovation, Information & Communication Technology Committee added that while the Strategic Plan outlines priorities and reforms, the Election Operations Plan translates them into actionable steps for the 2027 elections, underscoring the importance of transparency and stakeholder participation.
Ag. Commission Secretary/CEO Moses Sunkuli, OGW said the documents set the Commission’s strategic direction and remain open for feedback to strengthen them, noting that stakeholder contributions will shape preparations for 2027 and beyond. Chairperson of the Political Parties Liaison Committee (PPLC) Evans Misati emphasized that strategic planning is key to credible elections and democratic growth, highlighting the importance of political parties, cooperation, institutional strength, and continuous engagement.
Stakeholders were encouraged to submit proposals through breakout sessions, email, or memoranda within 14 days, after which all submissions will be reviewed before finalization of the two plans.
